This thesis is to review the relationship betweeen the electoral system and the political party system. In Korea political party has been recognized as the reliable tool of party politics and political power. Political party has been in existence for the life line and main astery for morden political process and political principles but it cannot be the necessary and sufficient condition. Moreover the eletion system is very important system in democracy. Therefore the political party and election system have always played a role of a couple of wheel in democracy system.
The 9th amendment to the Constitution since 1945 has made an experiment on various political process in Korean politics and the political party and election system as well have been a core of reform and kept Korean politics on track.
To refer to the election results of all the member of National Assembly, political party has been closely concerned with the election system, so that democracy is a political system by the people and a political system for people to participate by means of election system.
It is truly said that they have adopted the single member electorate system in west European democracy countries of the two-party politics and the system of proportional scientist maintained that the single member electorate system might lead to two-party politics and the system of proportional representation would give rise to the multyparty system.
This thesis came to the conclusion in the follwing words.
we found that the Duverger's Law had no application to the matter in Korea. the single member electorate system in majority representation system in Korea produced multyparty system or 1.5 party system rather than the formation of two-party system.
It showed that as the system of proportional representation since the 3rd Republic changed its character, the merit of its system was lost in the darkeness and the character of two-party system or 1.5 party system showed itself.
I believe that through human behaviour and human society changeful and complicated, it is difficult to explain that political science exactly strikes out the universal generalization and determinism like natural science.
The theories of scholas in this thesis showed that the election system had an influence on the political party system. It is very difficult for these general theories to be estimated in a word.
In the context of the inconstant election system and the formation of party system by the opportunism of political powers, it is very difficult and limited for us to apply to western theories for the relation between the Korea's election system and political party system through the history of Korea's short election system.
But we concluded that the established form of dualism, 「the system of proportional representation= minor political parties, the majority representation system= two-party politics」, hold good.
In proportion to the full growth of people's consciousness together with the development of economy, the political development will be set up, and I have a feeling that National Assembly, election system, political party and party system will play an important part in Korea.
