Most people in the various sectors say they expect, in the 21st Century, the world to rapidly shift to the knowledge-based information society. With the development of computers and networking technology, EC(Electronic Commerce) is growing and expanding in sense of its development and uses.
EC(Electronic Commerce) by Internet makes it possible to communicate, contract and transact products or services on the way unpredicted ever before. In subsequence, the application of existing law system on the recently appeared EC will involve limits in terms of efficiency. EC is rapidly expanded

The appearance and importance of EC pushes the advanced countries, like U.S.A., to have more interests on it. On the other hand, Korea launched new law systems such as the law of Electronic Signing at Feb. 1999 and the fundamental law on Electronic Trade at Jul. 1999 to get stability and credibility of EC, and to promote it.
Dynamic uses and spreads of EC are opening new market systems in which consumers buy products and services at the lower prices. On the other hand, indirect trade, not face to face, creates new forms of criminals.
Therefore, this thesis is to suggest concepts of EC, necessity of consumer protection, and consideration on the legal problems of the latter, without downing the EC.
This thesis consists of 7 Chapters. Chap. 2 involves the concepts of EC and the information on the domestic, international legislation on EC. Chap. 3 discusses problems, involved in the fundamental laws on EC recently legislated by korean government, by the lack of discretion in the procedures of legislation. Chap. 4 considers basic structure of EC and the necessity of consumer protection. Chap. 5 analyses the concrete examples of consumer's injure and their forms, and legal issues in consumer protection. Chap. 6 suggests a model of consumer protection on EC. Finally, in Chap. 7 previously discussed issues and problems are summarized, and a direction for consumer protection in EC is suggested.
With some technological, legal improvement on it, EC can be a very efficient and effective way of trades. So improvements of domestic legal system and establishment of international rules are necessary.
Especially, establishment of EC at Korea requires legal, systematic, technological enhancement. To get safety and credibility in EC, the detailed rules on the consumer protection should be provided.
