The French Local Entities' Debt Crisis-For a Renewed Approach to Local Public Finance (Part I): A number of French local public entities have incurred significant losses as a result of their extensive use of ``toxic'' debt. This article analyses the roots of the crisis as well as the management strategies used to address it. It suggests that, despite recent initiatives taken by the French Government, there is still scope for improving the legal framework for local public debt while preserving local entities' access to funding.
